Virtual networks must be located in the same region as the service endpoint policy to be affected by it.

A subnet with service endpoints but without an attached policy can access all storage accounts in the service.

VNet2, being in the SEA Region, is restricted to connect only to storage accounts within the same region through the service endpoint.

VNet3, located in the South Central US region, has access to storage accounts based on the policy's region.
